Meet Beltran Navarro
Beltrán Navarro is one of the major Latino leaders and advocates in the Maryland-Washington, DC corridor. In this respect he has been instrumental in establishing and coordinating several Latino organizations throughout the area.
He is an extremely persuasive and prolific public speaker and writer, having given over a hundred speeches in the region during the last three years and writing for several news media.
Navarro can communicate very effectively in both Spanish and English and has a working knowledge in other languages.
His professional and social interactions have brought him to work in cooperation with many different ethnic communities and thus provided him the opportunity to serve as a powerful liaison in the task of coalition building among very diverse populations. He has traveled, either for work or pleasure, to 33 countries on five continents.
Navarro holds two Master's degrees, an M.S. in Biological Chemistry ('79)
and an M.S. in International and Comparative Education ('77) from Indiana University. He also obtained graduate level diplomas in three other specialized areas: "Advanced Training in Management" from the Instituto de Estudios Superiores en Administración (IESA) - Indiana University 1981 Program in Caracas, Venezuela; "Specialized Training in Project Administration" from the Escola Internacional de Administracao Publica -
Fundacao Getulio Vargas, 1982 in Rio de Janeiro, Brazil (sponsored by the Interamerican Development Bank); and "Research in Public Administration" from the Centro Latinoamericano de Administración para el Desarrollo, 1983 in Caracas, Venezuela (sponsored by the United Nations Development Project).
He has also done numerous short courses in management, training, and public affairs. Navarro had a highly successful career in key top executive positions in
educational and non educational institutions in Venezuela. His managerial philosophy of making colleges more responsive to the needs of the private business and industrial sectors brought him considerable acclaim.
For his outstanding performance he received in 1982, the "Orden 27 de Junio Award" from the hands of the President of Venezuela.
Navarro has taught at undergraduate and graduate level at several institutions and worked on educational and management projects for both the public and private sector in Venezuela and other countries. He acted as a consultant to the COPEI Party Caucus in the Venezuelan Congress from 1979 - 1989.
Navarro immigrated to the United States in 1989, where he has continued his
consultant activities. He has worked in this capability with the Pan American Health Organization, the U.S. Department of Justice, the Maryland Office for New Americans, the International Division of the Maryland Department of Economic and Environmental Affairs, Johns Hopkins University, the Johns Hopkins Health System, the Urban Institute, Energy Conservation Management and Empower Baltimore among others.
His honoraria and fees are on a sliding scale, depending on the nature of the contracting agency and the nature and scope of the project.
Navarro has provided many private and government organizations throughout
the state with pro bono counseling in matters of his expertise. He has served as member and later Chair of the Mayor's Committee for Hispanic Affairs in Baltimore City.
He has been an appointed member to several state, city and private entity commissions such as the Baltimore City Commission for Children and Youth, the Governor's Task Force on Welfare Reform, and the Johns Hopkins Hospital Office of Community Health.
He was a Board Member of the Southeast Development Initiative (SDI), the leading economic development agency in South East Baltimore. He was until the beginning of January, the Acting Director of the Men's Public Health Center of the the Baltimore City Health Department.
He is a well known Downtown and East Baltimore personality and has received
many awards for his performance in pro of the community, such as the Johns Hopkins University "Martin Luther King, Jr." Award (1993), the Governor's Commission of Hispanic Affairs Annual Award (1996) and several City and Federal government citations.
